    The second fatal air crash in Iran within ten days has understandably raised heckles about the state of the country's aviation safety

    Various opinions are being bandied about at taxi tanks, on buses and in the media, suggesting different wonderful theories behind the crashes and, of course, instant cures

    One thing that seems to unite the inexpert pundits is that the Russian origins of the crashed aircraft must have had something to do with the disasters and a vague connection with the US sanctions against Iran

    To assess the validity of these claims, let's look at the facts


    The Caspian Airlines' aircraft that crashed on July 15 with the loss of all 168 onboard was a Tupolev Tu-154M

    This aircraft was first acquired by Bakhtar Afghan airlines in 1987, and was later passed to Ariana Afghan

    It entered Iranian service in 1998, when Caspian Airlines first leased then acquired it from Ariana

    So, while your cab-driver might be convinced that buying an aircraft from Afghanistan is a bad idea, it is not necessarily so, as long as it has been maintained and operated according to specifications

    And, the maintenance program of this aircraft was kept up to date, with its major services being carried out in Russia

    Ah!, your friendly cabbie might say; Russian - and especially Tupolev - aircraft are unsafe and have a habit of falling out of the sky.

    Is this true?

    Although dated and out of production now, the Tu-154 series has done sterling service since entering service in 1972

    Almost 1,000 examples of the Tu-154 were produced and for many years they formed the backbone of medium-range transport for Aeroflot, which used to be the world's largest airline before it was broken up following the break-up of the USSR

    Hundreds of millions of passengers have flown on the Tu-154, and, according to the Aviation Safety Network, despite the chaos after the collapse of the USSR and the dramatic loss of safety standards for a while, the series has suffered only 54 total-loss accidents, resulting in 2,638 fatalities

    According to a study published by the International Civil Aviation Organization (ICAO) in 2006*, the safety record of the Tu-154 was not significantly worse than its Boeing analogue, the Model 727, and better than the Fokker F28 and BAC 1-11

    Similarly, the Ilyushin Il-62, of the type that crashed on landing in Mashhad on July 24 has a safety record that is about equal to its US-made analogues, the McDonnell-Douglas DC8 and Boeing's 707, when looking at accidents per 100,000 hours of flight.

    The conclusion of the ICAO study was that “the average indications of Soviet-manufactured civil aircraft and turboprops flight safety were and remain not worse than the Western manufactured planes.”

    Yet, when these results are compared with the accident rates of the same Russian aircraft types in Iranian service, a significantly worse record appears

    For example, with the Tupolev Tu-154, out of the total 2,638 fatalities caused by accidents, 446 occurred in Iran. This is about one-sixth of the total accident casualties for the type

    Given that the Tu-154 entered Iranian service fairly late in its service life, and the fact that only a small fraction of the type have carried passengers in Iran, these results show fatalities per passenger-kilometer that are far in excess of the average for the type. In fact, if one considers the death per passenger-kilometer, the loss rate in Iran would be thousands of times higher than the average-for-type

    Therefore, in the clamor to ban all Russian or Tupolev aircraft, the main question is overlooked: Why is it that aircraft that operate fairly safely in other parts of the world, develop a nasty habit of falling out of the sky once they enter Iranian service?

    Instead of knee-jerk reactions to the tragic series of accidents, and begging the US for new Boeing aircraft (as Iran Air has humiliatingly and futilely done in the past), Iranian authorities should look at the true reasons behind the unacceptably high rate of air crashes

    This is primarily the responsibility of Iran's Civil Aviation Organization, which is in charge of overseeing flight safety in the country

    They should look at a plethora of reasons, including the standards of the service and maintenance of the aircraft, competence of flight crews, air traffic controls (in one case, a Tu-154 collided with a fighter aircraft near Tehran), quality of management of the airlines and their financial strengths

    Without a comprehensive look at these factors, and overhauling them wherever necessary, Iran's air safety will likely continue to remain below par, no matter what make of aircraft is in use

    Iran has started on a massive fleet renewal program, with the purchase of tens of advanced Tupolev Tu-204-100 medium-range and Ilyushin Il-96-400 long-range airliners from Russia

    But, on their own, these new aircraft will not guarantee the safety of air transport, until other safety gaps are identified and plugged

    Iran's air traveling public deserves a higher level of safety instead of a torrent of ill-informed pronouncements without solving the safety problem of the public

    I intentionally changed the colur of the one of paragraphs in order to focus on what the writer pretends there, and I want to ask a question: according to the which report the writers pretends that Iran Air is going to buy some Ilyushin 96-400 from russia? But I have a source for this news, and that is a website which is named as the greatest encyclopaedia on the net , full of usefull articles, and the url of it is http://en.wikipedia.org
    But I don't trust in this news. Because this website another time at about 3 years ago (2006) at the FLEET MODERNIZATION paragraph in an article which introducted Iran Air and it's history, pretends that Iran Air is going to lease 2 ilyushin 96-300s for a short time and if they meet the operation of the aircrafts good, they will order for 4 aircrafts. But up to now there are not any evidences or images or reports or news published that confirmes this. Also none of the Iranian official websites or press confirmed this report and they haven't published any news about this pretension. becasuse of this I can't accept this pretension as reality. And the last point, this website ( wikipedia) in a curb announced the Iran Air's fleet , and the number of each aircraft that Iran Air has, and also the aircrafts which Iran Air ordered to purchase. In that curb,this website has done another pretention and that is: Iran Air ordered 6 Ilyushin 96-400. Again I can't trust in this news because of the same reason that I told on the above. this url is the one that all of my statments based on


    At the end I should say that I do not disagree with using Ilyushin 96-300 and 400 in Iran Air's fleet, but I disagree with saying the news that they are not confirmed by the trustful sources

    Thanks for your reply to my topic, because the most members of this website don't pay any attention to English topics and even they don't want to take a look at English topics! But I should attrcat your attention at 2 points and they are:At first You should notice that the main language of this forum ( English corner) is English and you are not allowed to type in any other languages here, so please don't type in any other lanuages (except English) here. The second point: ilyushin 96-300 or 400 is a russian aircraft that is made of russian componenets and there is not any sanctions or embargos on Iranian Airlines for leasing or purchasing this aircraft and Iranain Airlines can order or lease this aircraft as a new aircraft and not necessarily second hand aircrafts ( althouth there are some versions of this aircraft that use some western components like western engines or western avionics and it is clear that Iranian Airlines cann't order the new aircrafts with western components because of western sanctions against Iran) but actually the main matter is that Iranian Airlines are not eager to use this aircraft, maybe because of opereation or maintenance costs that they usually in eastern aircrafts are more than the equivalent western aircrafts, so Iranian Airlines prefer to use western one's
